The following ideas and reflections are not new when regarded each one for its own. All of them have been thought and published at any other time in any other constellation.
But I don’t see that these ideas, perceptions and findings are put together to a general conclusion and are put together to a road-map how to organize the world in a way appropriated to the needs of the future.
Decade for Decade we can watch and perceive a significant increase
· in population
· in professional use of land
· in economic growth
· in production rates
· in the need of more raw-materials
· in the need of more food
· in the need of more energy and water
But it is not only the increase; it is the speed of increase or speed of change which should frighten us.
These significant, rapidly progressing changes have caused, that today nearly all habitable regions of the world are settled, nearly all resources are used or in planning to be used.
But the speed of change isn’t decreasing; the need of more land and more resources isn’t diminishing.
It is the contrary: the speed of change is accelerating.
But obviously there are limits on our planet. All that is well-known since many decades, but we don’t take the necessary steps in an appropriated hurry.
World has become too small to incorporate these drastic changes without lack and loss of living-quality of big parts of mankind.
World cannot compensate uncontrolled and uncoordinated incidents, events and appearances like
wars
huge dispenses for armies and weapons
significant over-population in underdeveloped regions (80Mio-increase per year!)
ecologic over-exploitation of environment
economic needs, leading to
· over-exploitation of raw material-resources
· over-exploitation of fossil energy resources
· over-exploitation of land
miss-management in many national economies
miss-management in many national public governments and administrations
significant social- and wealth-imbalances in most of the societies
As consequence, all of these appearances
are responsible for many and only difficult repairable environment damages
are wasting valuable, limited and scarce raw materials
preserve old and create new enormous social injustice and with it the danger of riots and new wars
direct the huge human creativity and geniality and with it the huge scientific and economic resources of the human communities in wrong direction, for example
· in development in new weapons instead in improvement of living conditions
· in creation of politic blocs to protect each other against other blocs instead of bundling all forces to world common activities and objectives
The momentanous architecture and organisation of world’s communities will definitely lead to:
· To a drastic increase of poverty in most regions of the world
· To a drastic increase of natural catastrophes in most regions of the world
· To a drastic increase of refugees trying to escape their misery
· To a drastic increase of stress and conflicts between poor, less poor and rich people and societies
In short, to stop these fatale developments, we need to speed up the necessary counter-reactions. These counter-reactions have to be focused to global goals and have to be implemented in daily politics of all regions of the world
And I’m convinced: if we submit all our personal-, local- and group- orientated thoughts, habits, actions to global common sense, we will create the resources to slow down and, any day, to stop this fatal actual development.
What we have to do? Don’t expect a detailed list; this has to be drawn up in detailed common work. It is difficult enough to create a frame we can work along.
Let’s start with a simple image, let’s regard the world as our village
· With the need of a functioning food-supply for all habitants
· with the need of proper homes for all residents
· with the need of jobs
· with the need of schools and health-services
· with the need of zones for recovery, relaxation, recreation
· with the need of proper water and air
· with limited resources and budgets for providing or purchasing food and water
· with limited resources and budgets for production or purchasing of energy
· with limited budgets for schools, hospitals, public services
· with limited available space for new homes
· with limited area for new fabrication facilities
In our village there is no discussion: all residents are electing a Lord Mayor and members of the village-council to govern the community.
Residents wish to have security and appreciate rules how to treat offences against
All habitants are used to trust on public institutions like
· Council
· Administration with all means to keep up the common rules
· Education-System
· Unemployment-administration
· Heath Care-facilities
· Justice-System with a court and judges
· Retiring system
If anybody acts against the rules, he will be stopped, cautioned and at least punished.
If a group of youngsters believe, they can make what they want, they will be limited.
If an enterprise refuses to keep in the environment rules, it will be closed.
If a group of people in one road tries to terrorize the other ones, police will stop it.
If the habitants of two roads try to solve their issues and problems by force, police will stand between them; council-members will talk to both parties and will try to find to commonly accepted solutions.
On the other hand the community cares of weak members:
Children cannot pay for their medical treatment and for their long education and qualified formation
Sick and handicapped people cannot care for their own
Unemployed people need support to be reintegrated into the working-process
Poor people especially with low grade of formation have difficulties to generate the necessary income for their family
Many old people have difficulties to care alone for themselves
Common sense and solidarity in the village is beneficial for all, because it provides a
· A dignified live for all citizens
· A minimum of criminality in all areas
· A maximum of freedom also for the wealthier people (no need of personal protection, no no-go areas)
· An attractive and healthy environment
· A stop of overpopulation, because of common education, common social support especially for old people
But solidarity in our village has its price.
It has to be paid by all those members capable to earn more than the necessary basic needs of living
It has to be paid over proportionally by the strongest, best skilled and most capable members of the community
But even then those strong members still have the possibility to earn in dependence of their skills, diligence and hard work more than the average:
Competition and free negotiation of salaries in private sector ensure that people take all their creativity and diligence to improve their business and with it their living-standards
Appropriated taxes and rules ensure that their employees and our community are participating sufficiently
But note, also the strong members
can only be successful within a functioning organisation of our village
can only enjoy their lives really
· when living in clean and nice environment
· when living in save environment free for crime and social misery
The organisation of our village in common sense has to be supported by the big majority of the citizens. But the citizens of our village are only feeling obligated to common sense, when they can trust
that rules are valid for all in the same way
that the distribution of personal prosperity is corresponding to their economic results and to their contribution to common prosperity
that all members have principally the same chances in the society, class-related exchange is normal practise, good formation is accessible for all
that local resources of water, energy and mineral resources are public property
that the central networks of energy, water and traffic are in public property
that single companies never dominate a market so much, that they can dictate prices and distribution of goods
that the public government is under its control and is working for the welfare of all citizens. (Government from people, by people, for people, US-President Lincoln, 1864)
that elected council-members and all residents working in public sector take care of the tax-payers money, work efficiently following consequently common goals and rules.
that the organisation of common-sectors is effective and allows engaged employees to
take as much responsibility as possible. Flexible payments as incentives must be possible. Redundancies as result of insufficient performance must be possible.
that corruption is nearly completely diminished
that public salaries and pensions are in appropriated relation to the salaries in the private economy, that means the reduced risks of unemployment have to be regarded
that only real weak members are supported by taxpayers, misuse must be reduced by effective control-mechanisms, reintegration into self-financed way-of-live must be cernel issue of social-administration
These villages or parts of it already exist in some regions of the world. How to transmit the conditions of our village to our world?
